one leg 130v to neutral the other 117v to neutral???

got a call today regarding lights in the entire house dimming when a load (kettle) is plugged into ANY receptacle in the house.

i checked the mains:

before load (kettle) plugged into the panel receptacle
124v phase 1 to neutral
123v phase 2 to neutral
244v phase to phase

when load (kettle) plugged into the panel receptacle
129v phase 1 to neutral
117v phase 2 to neutral
244v phase to phase

when main breaker turned of:
122v phase 1 to neutral
122v phase 2 to neutral
244v phase to phase

when main breaker turned on and all but one branch circuit is on
124v phase 1 to neutral
123v phase 2 to neutral
244v phase to phase

basically i get a problem when a higher amperage equipment is turned on.
voltage jumps to 129v and the others drop to 117v which cause lights to dim or brighten throughout the house

i tighted all neutrals in the panel and also turned of all branch circuts except for panel recptacle (dedicated rec). i brought kettle there still getting

129v phase 1 to neutral
117v phase 2 to neutral
244v phase to phase

even though i know theres no broken neutral in that receptacle.
as soon as i turn that breaker of ( now all branch circuit off) i get proper reading on mains
122v phase 1 to neutral
122v phase 2 to neutral
244v phase to phase



anyone have any suggestions what would cause this??
