I was always under the impression that you basically use TR receptacles almost everywhere but when I went back through the codebook, it seems to say that they're only needed in schools, daycares, hospitals and dwellings. So unless I read that wrong, almost all commercial areas wouldn't need TR, right?

Correct, the primary argument that forced their usage is to avoid children from putting things into them. No children (shouldn't be unattended anyway) in commercial or industrial environments.

They’re not required in hotel rooms but that’s because receptacles in hotel rooms are placed behind the bed or a desk. 
I don't even stock non-tamper, have not for quite awhile either. Cost difference is minimal at least in the residential grade stuff. Might be different for spec grade materials like a HBL5252 or something like that...
